"Teachers flip parents the bird"

"TWO WA teachers have been disciplined for making offensive finger gestures towards parents on a bus ride home from a staff Christmas Party.

Education authorities have completed their investigation into a parent's complaint about staff behaviour as part of social club celebrations at Kalbarri District High School last year.
The Sunday Times understands that the principal and two deputy principals, who were also on the bus, have been counselled but no formal action was taken against them.
The Education Department has also called in its Expert Review Group to examine tensions between some staff and parents at the school.
The development comes as all WA schools have been urged to behave in a "professional and respectful'' manner in the lead-up to this year's festive season.
In December last year, The Sunday Times revealed that a student's mother had lodged a complaint over claims that staff had hurled abuse at her family on the bus ride home from the staff Christmas party.

This week, the department confirmed that two staff members, believed to be teachers, had been formally disciplined "and warned about their future conduct''.
"School staff should be professional at all times and consider whether their behaviour represents them in a light acceptable to their role in working with children,'' Eamon Ryan, the acting executive director of the department's standards and integrity directorate, said.
"In this case, the two staff members' behaviour fell short of these expectations.
"The department has reinforced with all schools the need to ensure that actions and behaviour at end-of-year functions and associated activities are professional and respectful.''
Mr Ryan also confirmed that the deputy director-general had asked the Expert Review Group, set up to identify problems in schools and fix them, to visit Kalbarri.
"While Kalbarri District High School has maintained good academic standards in recent years, the deputy director-general asked the Expert Review Group to visit the school specifically to provide recommendations for enhancing relationships between some staff and community members into the future,'' he said.
"It is important that all staff now focus on continuing to foster positive relationships between the school and wider community, and building on the excellent work being done in other aspects of the school.''
He said the school's two deputy principals were currently on leave and "would take up new positions elsewhere in 2012''.The latest development comes after months of tensions at the school, with parents lodging dozens of complaints - to the point where the department described it as an "occupational health and safety issue''.
Opposition education spokesman Ben Wyatt welcomed the Expert Review Group's involvement but said it was overdue."

Sorry to hear all that has happen to you Jon and your family . Well done for standing your ground and not being intimidated by the so call bullies. What Ambrose Heelan has done is rocked our town and surrounding towns for all the wrong reasons. Kalbarri a quite little country town by the sea, having a shockwave sent through it . We are not living in Americia . Glade to see that Ambrose has been caught out and good on you for informing the town's people of the correct information .
 
Ambrose Heelan's name appears to be popping up not only in our town but in many other towns.
 
Jon I wish you and your family all the best for the future and good on you for sticking it up them .
As for Ambrose Heelan and all those who support him I wish you all a life time of misery.

Thank you for your email and for having the courage to support one of the many victims.
We are noticing that more and more people are coming forward to publicly express their disgust about the way these bullies negatively impact on the lives of other community members. Kalbarri had a reputation of being controlled by the king of all bullies, but how things have changed thanks to the many good people who have chosen to stand their ground and fight back. Jon LoFaro is proving to be one of those.

Victims and courts have the legislative powers to take care of bullies. The KT hopes victims will take full advantage of these laws/penalties.


"A recent OHS report highlights the penalties that courts are now imposing on people who bully and those who have the knowledge of inappropriate behaviour and do nothing. Some of the fines listed in this report range between $10,000 to $330,000.
A new regime that will carry penalties for corporations of up to $3 million and individual fines up to $600,000 is expected to begin in January 2012. HR managers have been put on notice."

Read a lot of your stuff on the net, looks like you got yourself tangled up with a nice bunch of vipers on the council.
The point is though mate all councils suffer with vested interest, huge egos & general dickheads, it seems there is no place for people who just want to work for the good of town & its people. My old man could tell you stories about Kalamunda council that should have resulted in some of them put in jail.

Thank you for your email and yes it appears most councils suffer the same debilitating disease and as local government is believed to be the place of learning for those who aspire to become part of the hierarchy, state and federal politics they all seem content to contract this very contagious disease, caring only about themselves and their cults survival. We are discovering members of the WA Education Department are no different especially when it comes to lieing.
Like Alan Jones is reported to have said when referring to our federal government:- (in part)


"Well, it's an orthodox comment, is it not, Happy New Year.
But when it comes to politics, is it really a new year or is it like they used to say in television, we didn't have 25 years of television, just one year 25 times.
Australians cannot in 2012 be held hostage to a Government in Canberra that cares nothing about the electorate, nothing about you, nothing about what's right, but above all it cares nothing about the truth.
It cares only about survival.
The themes of 2011 are being revisited in 2012.

Hello KT,

I have read the information concerning Mr Isaac Percival on the Kalbarri Truth website and I believe the Department of Education's response to this matter could have been handled in a much more timely and professional manner. For instance, no one involved in this matter has accepted responsibility; provided a reasonable solution but more importantly, there is no evidence that the Department has implemented structural reform / changes to stop this direct discrimination from recurring in the future.

In examining the Department of Education and Training's 'Complaints Management Toolkit' (effect 2nd March 2005) it appears that where a person or position, who is responsible for reaching a solution, cannot resolve the matter - the procedure does not include a position that is ultimately responsible to adjudicate on the matter. This best practice approach aims to protect the Department by ensuring procedural fairness is seen to have been followed but also ensures that no conflict of interest can or does occur at the local level - in this case by the school / District Director and complainant.

I believe the facts of this matter clearly indicate possible breach/s of the Public Sector Management Act and the Equal Opportunity Act (1984).

It is very sad to see that direct discrimination still occurs at this basic level however, as an Advocate within the State Public Sector where I dealt with matters in the Commission for industrial relations and equal opportunity issues, I am very disappointed that the Department has seemingly;

- not accepted responsibility for this matter
- has not quickly sought to amicably reached a resolution to the issues of concern
- has not implemented changes / solutions to prevent what appears as direct discrimination from occurring

This matter is still salvageable and can be informally resolved for everyone's best interests. I therefore hope a conciliation meeting can be arranged and the issues amicably discussed to seek a resolution rather than lodge formal complaints with the appropriate Sate bodies and/or involve the print and electronic media

Dear KT
Good meeting up with you recently, I'm only sorry I couldn't spend more time chatting. As I briefly explained, I have discovered Freedom of Information (FOI). It is important people don't pin their hopes on FOI; it's an extremely utopian piece of legislation. It is interesting how some Local Government Agencies treat the legislation with absolute contempt, the Shire of York (SOY) being one of them.
 FOI legislation would probably be one of the easiest to interpret for the layman and fairly user friendly. The Office of the Information Commissioner (OIC), has treated me in a timely, fair and courteous manner. People, who know me, will assume I've gone completely insane singing the praises of a Government Agency but this has been my experience to date.
After lodging an FOI application with a Government Agency (an easy, affordable process) there are legislated timeframes whereby the Agency must provide a "Notice of Decision". This explains what documents have been released and / or edited and reasons for the decision.
What is of interest, are the documents which are not released, especially when you're aware of there're existence. It's then a simple process of reading through the released documents and discovering the holes that become apparent when other documents are referred to but have not been released.
It has certainly been an eye opener and a mildly satisfying experience to be in possession of documents (not all by a long way) which go some way to explain the unconscionable erratic decision making process of Local Government.
I do have a slightly masochistic hope the SOY initiate legal proceedings, as this will open up the Avenue for subpoenas. Then, failure to produce the requested documents will amount to contempt of court. Don't forget, we're not just talking SOY Administration; Councillors have copies of most documents relating to certain issues. This means they will have to concur exactly with each other to prevent any anomalies becoming apparent.
Anyway, that's enough of me; I understand you have your own issues with threats of defamation action from the performers in your circus tent. Best advice would be to encourage them to do it, let it all come to light. These sorts of people become so entrenched in their own totalitarian mindset they become blind to any reason. I doubt any soba lawyer would advise the clowns to peruse you through the courts.
This is the scary part, they would probably not take a lawyer's advice into consideration, and bloated egos would not allow them. At the end of the day it's not their money being gambled with!
Keep up the good fight.

Dear reader it was good to talk with a like minded determined 'victim' of our local government cult. One may realise that their most used weapons is exhaustion. They will close ranks and very purposely work to wear you down. I believe your biggest challenge will be to withstand what you may see as their incompetence but is in reality the way many camouflage their ignorance.
We can do with a lot more people like you and your small team, not wanting to mention names because we have see how they single out and target individuals, especially those who question their ability.
Never give in.

Hi There

After spending 10 years of my childhood holidaying every September in Kalbarri, I discovered your website by accident.  I have to say I cringed when I discovered our past principal was posted to your district high.  It would pay for you to enquire with our District Education Office of the number of complaints that was received from our community about Mrs Goodwin and would you believe we found out that the same thing happened in her previous posting in Ongerup (or Gnowangerup can't remember now) - surely there is a giant case file on her un-professional behaviour as a school principal.

What flabbergasts me is that she is photographed in the company of Liz Constable?

Good luck and if it helps we finally have a good principal (although it was not going to be very hard to improve from Mrs Goodwin's performance)

Question:-
1/ Are your kids being educated by the right sort of people?

2/ Is the Education Department using Kalbarri as a place to send/hide poorly trained staff?

In the past the KT have officially registered over 20 potential breaches of the department's codes/policies by some  administration staff in Kalbarri with not one public apology being offered by any member of the Department. Guilty staff have simply been moved to other schools. So the content of your email would not surprise many parents no matter the school.

You may have noticed the word MALADMINISTRATION being used when referring to the DET in some of the stories being told on this website. Could this be just another example?

If you start with a cage containing six monkeys and inside the cage, hang a banana on a string from the top and then you place a set of stairs under the banana, before long a monkey will go to the stairs and climb toward the banana.
As soon as he touches the stairs, you spray all the other monkeys with cold water.
After a while another monkey makes an attempt with same result ... all the other monkeys are sprayed with cold water. Pretty soon when another monkey tries to climb the stairs, the other monkeys will try to prevent it.
Now, put the cold water away.
Remove one monkey from the cage and replace it with a new one.
The new monkey sees the banana and attempts to climb the stairs. To his shock, all of the other monkeys beat the crap out of him.
After another attempt and attack, he knows that if he tries to climb the stairs he will be assaulted.
Next, remove another of the original five monkeys, replacing it with a new one.
The newcomer goes to the stairs and is attacked. The previous newcomer takes part in the punishment...... with enthusiasm, because he is now part of the "team".
Then, replace a third original monkey with a new one, followed by the fourth, then the fifth and sixth. Every time the newest monkey takes to the stairs, he is attacked.
Now, the monkeys that are beating him up have no idea why they were not permitted to climb the stairs. Neither do they know why they are participating in the beating of the newest monkey.
Finally, having replaced all of the original monkeys, none of the remaining monkeys will have ever been sprayed with cold water.
Nevertheless, not one of the monkeys will try to climb the stairway for the banana.
Why, you ask? Because in their minds...that is the way it has always been!
This, my friends, is how Local Councils, operate... and this is why, from time to time:
ALL of the monkeys need to be REPLACED AT THE SAME TIME.
